Notice Regarding Performance Measures for OJJDP Recovery Act Programs

OJJDP has made awards under several funding solicitations under the American Recovery and Reinvestment Act of 2009 (Recovery Act). These include:

All OJJDP Recovery Act solicitations have two sets of mandatory performance measures: Recovery Act performance measures and program-specific performance measures.

The mandatory Recovery Act performance measures are outlined in the table below.

Percent of essential services* maintained without interruption.

Number of essential services maintained because of Recovery Act funding.

Total number of essential services* provided.

An unduplicated count of the number of existing essential services that have been maintained with funding from the Recovery Act.

Number of essential services created or enhanced with Recovery Act funding.

Number of new or enhanced services funded by Recovery Act.

An unduplicated count of the number of essential services that have been created, added, enhanced and/or increased as a result of funding from Recovery Act.

 

Preserve and promote economic recovery.

Number of collaborative partnerships established with Recovery Act funding to avoid reduction of existing essential services and create new or enhance existing essential services.

Number of new partnerships established as a result of Recovery Act funding to provide essential services.

Grantees will report on partnerships established for three purposes: maintenance (avoidance of reduction) of existing essential services, enhancement to existing services, and creation of new services.

For purposes of this grant, partnerships are defined as those organizations with whom the grantee established a financial relationship (e.g., consultant organization, contract, MOU) as a result of Recovery Act funds to maintain and/or enhance existing essential services, or create new essential services.

 

Preserve and promote economic recovery.

Percent of funds allocated to grantees that implement one or more evidence-based programs/ practices.**

Amount of funds awarded to grantee.

Number of grantees that implement an evidence-based program/ practice.

Whether or not the grantee is implementing at least one program/practice generally determined to be evidence-based, as defined by OJJDP.

*Essential services are those without which a program could not function or exist. Without funding from the Recovery Act, these essential services would have been lost (in part or in full).

**Evidence-based programs/practices have been shown, through rigorous evaluation and replication, to be effective at preventing/reducing juvenile delinquency, victimization, and related risk factors. They may be derived from a variety of valid sources, such as OJJDP's Model Programs Guide, and may include practices adopted by agencies, organizations, and staff that are generally recognized as best practices, based on research literature and the degree to which it is based on a clear, well-articulated theory or conceptual framework for delinquency or victimization prevention/intervention.


The notices below provide important information and guidance to grant applicants.

Recovery Act and program-specific performance measures are mandatory for all Recovery Act funding recipients.

All mandatory performance measures apply to all grantees that receive funding under a Recovery Act solicitation. This includes both the Recovery Act performance measures and the program-specific performance measures referenced in the preceding answer. Some Recovery Act measures may not be relevant to a grantee's program activities, but must nevertheless be addressed. For example, a grantee may be hiring new staff, but not initiating financial partnerships. For such questions, the answer may be zero.

Performance Measures reporting periods.

Consistent with the Recovery Act emphasis on accountability and transparency, reporting requirements under Recovery Act grant programs will differ from and expand upon OJP's standard reporting requirements for grants. Recovery Act programs are required to submit reports regarding the jobs performance measure(s) on a quarterly basis. For the remaining recovery act measures (essential services, partnerships and evidence-based programs) grantees are required to report data as part of their semi-annual progress reports to OJJDP. These data will be included with the grantees' regular performance measures report through OJJDP's Data Reporting System. The first reporting period will end December 31, 2009; grantees will have 30 days to submit data to OJJDP's Data Reporting Tool. OJJDP will provide Webinar training and technical assistance for grantees in December 2009 and January 2010.

Transparency under the Recovery Act

The information from grantee performance measures reports will be posted on a public Web site and on OJJDP's Performance Measures Web page. Recovery Act grant recipients may expect that the information posted by OJP also will identify grantees that are delinquent in their reporting.

In addition, in keeping with standard OJP practice, grant recipients who do not submit required reports by the due date will not be permitted to draw down funds thereafter, during the pendency of the delinquency, and may be subject to other appropriate actions by OJP, including, but not limited to, restrictions on eligibility for future OJP awards, restrictions on draw-down on other OJP awards, and suspension or termination of the Recovery Act award.

Initial training is typically provided via webinars and teleconferences, rather than in-person. Technical assistance materials on solicitation-specific performance measures will be posted at that time.
